These operations search and read the public web on every connection and spend no credits. Search follows the organization's language and country unless the agent asks for others. When Siglata's free quota runs out, the operation refuses with `web_quota_reached` and tells the agent to use its own web tools. Siglata keeps nothing the web answers.
