Creates or activates a JSON Schema definition with the draft 2020-12 `$schema` and `type: "object"` at its root.

To create, choose a new UUID for `tableId` and use `expectedVersion: 0`; to change it, use the current version. A definition the current records fail is refused without activation. Requires write permission on the table.
